一、項(xiàng)目背景：
　　大連長(zhǎng)興島臨港工業(yè)區(qū)“規(guī)劃展示館”項(xiàng)目，現(xiàn)以公開競(jìng)賽方式征求該項(xiàng)目建筑設(shè)計(jì)方案，擇優(yōu)選擇設(shè)計(jì)單位，凡具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)設(shè)計(jì)單位均可報(bào)名參加投標(biāo)。有關(guān)事宜公布如下：
　　按照國(guó)家振興東北老工業(yè)基地的總體戰(zhàn)略，遼寧省提出了開發(fā)建設(shè)沿海“五點(diǎn)一線”的發(fā)展戰(zhàn)略。隨著遼寧省委、省政府，大連市委、市政府提出的開發(fā)建設(shè)“長(zhǎng)興島臨港工業(yè)區(qū)”發(fā)展戰(zhàn)略的深入實(shí)施，長(zhǎng)興島臨港工業(yè)區(qū)經(jīng)濟(jì)得到迅速發(fā)展，與此同時(shí)，市民對(duì)精神文明的要求也不斷提高，根據(jù)城市總體規(guī)劃的要求，將在長(zhǎng)興島臨港工業(yè)區(qū)城八線北側(cè)占地約15000平方米的地塊內(nèi)，建設(shè)以規(guī)劃展示、建設(shè)管理、科普教育為目的的規(guī)劃展覽館，為市民提供一個(gè)全新的教育基地，進(jìn)一步提升城市整體文化氛圍。
　　長(zhǎng)興島“規(guī)劃展示館”擬建成一流的、現(xiàn)代化的綜合性展覽館，她將成為長(zhǎng)興島重要的、標(biāo)志性的建筑之一。

二、項(xiàng)目概況：
　　選址位于大連長(zhǎng)興島臨港工業(yè)區(qū)綜合區(qū)，用地面積約15000平方米，容積率0.5以下。最終建設(shè)規(guī)模以管委會(huì)批復(fù)為準(zhǔn)。整個(gè)地塊內(nèi)現(xiàn)狀無(wú)建筑物。北側(cè)可以看海，東臨管委會(huì)大樓。用地周圍綠化狀況良好，為開闊的城市綠色開放空間。主要功能設(shè)置見(jiàn)競(jìng)賽文件。

三、設(shè)計(jì)內(nèi)容：
　　長(zhǎng)興島“規(guī)劃展示館” 總平面規(guī)劃和建筑方案設(shè)計(jì)。

四、資質(zhì)要求：
　　國(guó)內(nèi)設(shè)計(jì)單位須具有甲級(jí)建筑設(shè)計(jì)資質(zhì)，具有類似項(xiàng)目設(shè)計(jì)的豐富經(jīng)驗(yàn)，項(xiàng)目負(fù)責(zé)人為國(guó)家一級(jí)注冊(cè)建筑師。國(guó)外設(shè)計(jì)單位須與國(guó)內(nèi)擁有甲級(jí)以上資質(zhì)設(shè)計(jì)單位組成聯(lián)合體參與競(jìng)標(biāo)。

五、報(bào)名須知：
　　參與報(bào)名的設(shè)計(jì)單位需提供以下材料：
　　1、加蓋公章的企業(yè)法人營(yíng)業(yè)執(zhí)照和資質(zhì)證書的復(fù)印件；
　　2、法定代表人身份證的復(fù)印件；
　　3、近年來(lái)類似工程設(shè)計(jì)作品介紹；(包括工程規(guī)模、獲獎(jiǎng)情況、方案圖冊(cè)等)；
　　4、項(xiàng)目負(fù)責(zé)人及主要設(shè)計(jì)人員情況。（包括職稱、資格、經(jīng)驗(yàn)等）設(shè)計(jì)單位詳細(xì)通訊地址、電話、聯(lián)絡(luò)人等資料。
　　以上資料1、2、3項(xiàng)報(bào)名時(shí)審查原件。所有資料需提供復(fù)印件（加蓋單位公章）一套，按順序裝訂提交。（設(shè)計(jì)圖冊(cè)可單獨(dú)成冊(cè)）

六、資格確定：
　　征集單位將對(duì)應(yīng)征單位的材料進(jìn)行資格審查，對(duì)資格審查后最終能夠參加方案設(shè)計(jì)的應(yīng)征單位將另行書面通知參加方案征集活動(dòng)，未入選單位不另行通知。

七、設(shè)計(jì)報(bào)酬：
　　本次活動(dòng)采用一次性評(píng)審確認(rèn)的方式，競(jìng)賽主辦單位將組織國(guó)內(nèi)城市規(guī)劃等方面專家組成評(píng)審小組對(duì)方案進(jìn)行評(píng)審，并投票表決方案的推薦排序，送長(zhǎng)興島管委會(huì)確定最終中選方。設(shè)一等獎(jiǎng)1名，獎(jiǎng)金30萬(wàn)元人民幣；二等獎(jiǎng)1名，獎(jiǎng)金12萬(wàn)元人民幣；三等獎(jiǎng)1名，獎(jiǎng)金6萬(wàn)元人民幣。

八、報(bào)名時(shí)間：
　　有意參加報(bào)名的投標(biāo)單位請(qǐng)攜帶上述相關(guān)資料，于北京時(shí)間2009年2月20日至2月27日（每天8：30—16：00，節(jié)假日除外）到代理機(jī)構(gòu)大連機(jī)械設(shè)備成套公司報(bào)名。

Announcement on the International Invitational Competition for Architectural Design of Dalian Changxing Island “Planning Exhibition Hall”，China

Project Background
Dalian Changxing Island Harbor Industrial Zone "Planning Exhibition Hall" project is now inviting international architects to submit their qualification for invitational competition on architecture design, every design team has relevant design experiences can register. 

In order to revitalize the old northeast industrial zone, Liaoning Province proposed the development strategies of coastal “Five Points of A Line”. In accordance with the requirements of the overall urban planning, a "Planning Exhibition Hall" will be built in the north side of Changxing Island Harbor Industrial Zone Chengba Line which covers an area of about 15,000 square meters, to display the planning, construction management, and science education, and to provide a new education base for the city.
Changxing Island "Planning Exhibition Hall" plans to be built a modern and comprehensive exhibition hall, which will become one of the important landmark buildings in Changxing Island.

Project Overview
The site is located in Dalian Changxing Island Harbor Industrial Zone complex zone, the land area is about 15,000 square meters, and floor area ratio is below 0.5. Eventually the construction scale is subject to approved by the Administrative Commission. The entire area doesn’t have any buildings in the current situation. With open views to the sea on north, Administrative Commission building to the east,there’s plenty greenery on site for open urban green space. The main function set is inside the competition document.

Design Content
Changxing Island "Planning Exhibition Hall" master planning and architectural design.

Qualification Requirements
Domestic design team are required to have the qualification of Class A architecture design, have similar project design experiences, project leader is national Class One Registered Architect. Foreign architect must collaborate with a domestic design team with Chinese Class A qualification in order to register.

Registration Instruction
The applicants need to provide the following materials:
1、Stamp an official seal on the copy of business license of legal entity and qualification certification 
2、The copy of legal representative identity card
3、Projects of the similar type of the project in recent years (Including project size, the case of winning awards, program drawings, etc)
4、CV of the project leader and main design personnel (Including professional title, qualifications, experience, etc), the detailed address、telephone number、contact person of the design units.
The applicants need to provide original documents of the above information “1、2、3”, and a copy of all materials (Stamp an official seal), bind and submit in order. (The design drawings could bind separately)

Qualification Determine
The competition organizers will select qualified archtiects based on the material submitted, and inform in writing to those selected only.

Design Reward
Jury of this competition will be a team of domestic urban planning experts. All projects will submit to Changxing Island Administrative Commission for final decision.
Final result includes:
One first prize, ￥300,000 RMB;
one second prize, ￥120,000 RMB;
one third prize, ￥60,000 RMB.
